This Act sets up the administration for civil protection at state and local level in Zimbabwe, provides with respect to the declaration of a state of disaster and operations in case of disaster and established National Civil Protection Fund. There shall be a Director of Civil Protection who shall, among other things, oversee the establishment of civil protection organizations in civil protection provinces and civil protection areas. The National Civil Protection Committee, established by this Act, shall advise and assist the Director in the planning and implementation of measures for the establishment, maintenance and effective operation of civil protection. The Director may from time to time appoint such planning committees as he considers necessary for the purpose of preparing plans in respect of any aspect of civil protection, in any civil protection province or in any civil protection area. A planning committee shall prepare a civil protection plan for the civil protection province or civil protection area for which it was appointed. The Minister may, by statutory instrument, declare civil protection provinces and civil protection areas in civil protection provinces for the purposes of this Act. The Act defines functions and powers of civil protection officers. A state of Disaster shall be declared by the President.
